Address: LAFCO Chairwoman Jacob will
welcome the members of the Commission, Special Districts Advisory Committee, and
Municipal Service Review Working Group to the October 6 Special Joint
Meeting. |

Roll Call: The special meeting will be called to order individually by each chairperson (Jacob, Vanderlaan, and Ehrlich). |

Introductions: LAFCO Chairwoman Jacob will request
special meeting participants to introduce themselves and their respective
affiliations (e.g., commission, advisory committee, working group). |

Advisory Committee Chairman Ehrlich will identify and install the
newly elected and re-elected members of the Special Districts Advisory
Committee. Re-elected members:
Barbara Barber, Judy Hanson, Darrell Jobes, John Pastore, Tom Pocklington,
the late Ski Wolniewicz. Newly
elected members: Daniel Goldberg, Trish Hannan, Dr. Hanno Ix, and Augie
Scalzitti. |

Adjournment:
The San Diego LAFCO and Municipal Service Review Working Group will adjourn to
a meeting date of November 3, 2003; the Special Districts Advisory Committee will
adjourn to November 21, 2003.

The joint meeting will convene directly after adjournment of the October 6,
2003 Local Agency Formation Commission meeting.
POLITICAL REFORM ACT AND LAFCO DISCLOSURE REQUIREMENTS
The Political Reform Act prohibits a person
appointed to the Local Agency Formation Commission from soliciting or accepting
campaign contributions of more than $250 within the preceding 12 months from
parties, participants, or their agents while a proceeding is pending before
LAFCO and for three months following the decision. LAFCO commissioners who
receive such contributions are required to disqualify themselves from
participating in the proceedings. Both commissioners and contributors who are
parties to the proceeding are required to disclose the contributions received
or made.
In addition to the
disclosure requirements discussed above, expenditures for political purposes
related to a change of organization or reorganization proposal which has been
submitted to the Commission, and contributions in support of or in opposition
to such measures, shall be disclosed and reported to the same extent and
subject to the same requirements as provided for local initiative measures
presented to the electorate (Government Code Section 56700.1)

agendas and documents included in the agenda packet are available in
alternative formats, to persons with disabilities, as required by Section 202
of the Americans with Disabilities Act of 1990 (42 U.S.C. Sec. 12132) and
California Government Code 54954.1. Writings that are public records as
described in California Government Code Section 54957.5 (a), that are
distributed during a LAFCO meeting are available following the meeting in
alternative formats upon request by a person with a disability, as required by
Section 202 of the Americans with Disabilities Act of 1990 (42 U.S.C. Sec.
12132). Please notify the LAFCO office, in writing, at 1600 Pacific Highway,
Room 452, San Diego, CA 92101, of your request. Any request for mailed copies
of agendas or agenda packets are valid for the calendar year in which the
request is filed, and must be renewed following January 1 of each year.
Individuals
requiring sign language interpreters should contact the Americans with
Disabilities Coordinator at (619) 531-5205, in advance of the meeting, to make
arrangements. Assistive Listening Devices (ALDs) are available and may be
obtained at the Clerk of the Board of Supervisors’ Reception Desk located in
Room 402 of the County Administration Center, or by calling the LAFCO office at
531-5400, in advance of the meeting, so that arrangements may be made. The ALD
must be returned to the Clerk of the Board of Supervisors Reception Desk at the
end of the meeting.
