This proposed special reorganization of the Community of La Jolla involves detaching 14 square miles from the City of San Diego, and incorporating a City of La Jolla. This proposed city would include the Village, Shores, and Bird Rock neighborhoods, but excludes the UCSD campus. The proposed city would serve approximately 38,000 residents.

Following a successful petition submitted on January 29, 2025, by the Association for the City of La Jolla to initiate incorporation proceedings, San Diego LAFCO has released a Request for Proposals (RFP) inviting qualified parties to prepare a Comprehensive Fiscal Analysis.

Request for Proposals (Deadline: March 10, 2026)

On January 21, 2026, San Diego LAFCO invited interested consultants to reply to a Request for Proposals | Comprehensive Fiscal Analysis for the Proposed Incorporation of La Jolla.

The Request for Proposals (RFP) invites qualified parties to prepare a Comprehensive Fiscal Analysis (CFA) for the proposed incorporation of the Community of La Jolla as an independent city. For more information, including project background, proposal requirements, timeline details, and evaluation criteria, please see the RFP document linked above.

Proposals must be submitted via email to priscilla.mumpower@sdcounty.ca.gov by Tuesday, March 10, 2026 at 5:00 PM (PST). San Diego LAFCO anticipates final selection, contract initiation, and commencement of work by April 2026. A draft CFA release is expected in April 2027.
