San Diego County Fire Protection District Reorganization

(RO20-14)

LAFCO has received a resolution of application from the County of San Diego Board of Supervisors requesting initiation of reorganization proceedings for divestiture of County Service Area (CSA) No. 135’s activated fire protection and emergency medical service (EMS) functions with a concurrent formation of the San Diego County Fire Protection District (FPD) to assume those existing functions and services within the affected territory. The proposed changes of organization would also require LAFCO approval for conforming sphere of influence actions for the subject agencies. The affected territory totals approximately 1.597 million acres and includes all of CSA No. 135’s existing fire protection and EMS service area. The affected territory is entirely unincorporated and subject to the land use authority of the County of San Diego. The affected territory is inhabited, therefore Commission approval for the reorganization and proposed San Diego County FPD formation would be subject to subsequent approval by local voters. A map of the affected territory and copies of key proposal materials are attached. All related inquiries – including requests to be included in future notices – should be directed to Chief Policy Analyst Robert Barry at robert.barry@sdcounty.ca.gov.
