Carlsbad - Encinitas Region MSR

Part I: City of Carlsbad, Carlsbad Municipal Water District | Part II: City of Encinitas, San Dieguito Water District, Olivenhain Municipal Water District, and Leucadia Wastewater District

Consistent with San Diego LAFCO’s adopted work plan and five-year rolling study schedule, the Commission is conducting a comprehensive Municipal Service Review (MSR) for the Carlsbad–Encinitas region. This review is divided into two parts and covers six local agencies under LAFCO oversight:

Part I: City of Carlsbad and Carlsbad Municipal Water District
Part II: City of Encinitas, San Dieguito Water District, Olivenhain Municipal Water District, and Leucadia Wastewater District

The primary purpose of this MSR is to provide an independent “snapshot” of the range and quality of municipal services delivered by these agencies, while also addressing governance and accountability requirements under state law. The review covers a five-year study period from Fiscal Years 2019–2023.

Progress Updates

Current Status

A draft report for Part I has been circulated to the City of Carlsbad and Carlsbad Municipal Water District for a 60-day agency review. The City of Carlsbad profile is scheduled for its first Commission review on March 2, 2026, followed by the Carlsbad MWD profile tentatively scheduled for the next meeting on April 6, 2026.

After Commission review, a minimum 45-day public review and comment period will be required before the final report is considered for approval at a noticed public meeting.

Once the final reports are approved by the Commission, LAFCO will utilize the MSR over the following 5 years to (a) guide subsequent sphere of influence updates, (b) inform future boundary changes and out-of-agency services, and – if merited to meet community needs – (c) initiate government reorganizations, such as special district formations, consolidations, and/or dissolutions.
