Carlsbad - Encinitas Region MSR

Part I: City of Carlsbad, Carlsbad Municipal Water District | Part II: City of Encinitas, San Dieguito Water District, Olivenhain Municipal Water District, and Leucadia Wastewater District


Consistent with San Diego LAFCO’s adopted work plan and five-year rolling study schedule, the Commission is conducting a comprehensive Municipal Service Review (MSR) for the Carlsbad–Encinitas region. This review is divided into two parts and covers six local agencies under LAFCO oversight:

  • Part I: City of Carlsbad and Carlsbad Municipal Water District
  • Part II: City of Encinitas, San Dieguito Water District, Olivenhain Municipal Water District, and Leucadia Wastewater District

The primary purpose of this MSR is to provide an independent “snapshot” of the range and quality of municipal services delivered by these agencies, while also addressing governance and accountability requirements under state law. The review covers a five-year study period from Fiscal Years 2019–2023.
