Geographic Area Covered: 48 square miles (City of Oceanside, Oceanside Small Craft Harbor District, & Morro Hills Community Services District)
Estimated Population: 180,000 (3rd largest municipality in San Diego County)
- Oceanside hosts approximately 70,000 residents, visitors, and workers associated with Marine Corps Base Camp Pendelton daily

First MSR on just the City of Oceanside, Oceanside SCHD, and Morro Hills CSD since its inclusion in a Countywide MSR in 2007 and 2009.

Oceanside has experienced an overall population growth of 0.4% from 2000 - 2022 (or the net addition of 2 persons per day).
- This average marks a 5-fold decrease over the prior 20-year span from 1980-2000 in which Oceanside experienced the net addition of 12 persons per day
- This decrease is likely due to changing resident demographics (e.g., older residents with higher incomes), market conditions (including decreasing infill opportunities), and the accompanying community empowerment to more directly influence development decisions

Likely due to the downshift in growth, Oceanside has seen a sizeable acceleration in housing prices since 2000 with the median home sale price increasing from $195,800 to $784,800 – an average annual change of 14%.

In 2018, voters approved a 7-year ½ cent sales tax (Measure X) increasing the rate to 8.25% with the additional revenue broadly reserved to improve City infrastructure and public safety.
- Measure X has provided for a two-thirds increase in General Fund reserves from $66.5 million to $112.5 million over the reporting period (2018-2022)

All three agencies covered within this MSR have proved to have sufficient and excess capacities to meet current and anticipated demands through the report’s timeframe.
- Specifically, the water and wastewater system can accommodate a buildout population of 970,000 and 275,000 respectively

LAFCO sees Oceanside as a full-service municipality, seeing it in a favorable position for additional growth, and becoming a future focal center for North County.
- Its access to major transportation corridors (Interstate 5 and State Route 78) as well as planned expansions and modernization of rail (Metrolink & Amtrak), links Oceanside to much of Southern California

Nearly 1,000 boat slip renters within the Small Craft Harbor District (who collectively generate more than four-fifths of the revenue within the approximately100-acre harbor area), have begun expressing concerns in specific to public safety and financial management.
- These concerns have culminated in LAFCO adding a Governance Study to its Workplan at its March 3rd, 2025 Commission Meeting

Despite two proposed special study areas listed as recommendations within he MSR, the Commission decided to move forward with no sphere changes for all three agencies.
